Saat Ultraman Belial (Evil Ultraman yang mengambil raga Alien Reiblood) lari dari penjara Ultra, dia mengambil Plasma Spark: cahaya misterius yang menjadi sumber tenaga bagi seluruh pejuang ultra di planet ultra. Akibat cahaya tersebut dicuri, seluruh penghuni Nebula M78 menjadi beku kecuali Ultraman dan Ultraseven (yang melindungi diri mereka dengan pelindung khusus ultra).

Ultraman Mebius kemudian diutus oleh Ultraman & Ultraseven untuk mencari Rei, pengguna dari Battle Nizer dan juga wujud manusia dari Alien Reiblood (memiliki DNA yang sama dengan Ultraman Belial), bernama Reimon. Di tempat lain Ultraman Leo sedang melatih pejuang baru ultra yang mengenakan armor gear tector, yang ‘tak lain adalah Ultraman Zero anak dari Ultraseven. Di kejauhan terlihat Ultraman Astra maupun Ultraman King mengamati seksama latihan tersebut.

Mendekati Nebula M78 adalah pesawat Pendragon dari kru ZAP SPACY yang tiba-tiba diserang oleh Alien Zetton. Beruntung, muncul Shin Asuka (Ultraman Dyna) yang menolong mereka dan menemani ZAP SPACY pergi ke tempat terjadinya pertarungan puncak para Ultraman melawan Ultraman Belial.
